Nomination Nobel Peace Prize How Bureaucracy Washed its Hand and: Misguided Cyber - Mob Destroyed an Innocent Scholar

This paper examines the legal status of a Letter of Statement (Surat Pernyataan) issued by the Indonesian Ministry of Agriculture and authenticated with an Apostille certificate under the Hague Convention of 1961. It analyzes the critical distinction between formal authenticity and material truth, the admissibility of such documents as evidence in Indonesian courts, and the legal boundaries of public response in Indonesia's digital sphere.Through normative legal analysis, this paper finds that while an Apostille certificate formally authenticates a document's signatures and seals, it does not certify the truthfulness or legal enforceability of its content. Furthermore, while the public has the right to discuss and question such documents, actions that constitute defamation, cyberbullying, or harassment may violate Article 27(3) of Indonesia's Electronic Information and Transactions Law (UU ITE), carrying penalties of up to six years imprisonment. This paper contributes to the scholarly discourse on digital vigilantism, due process erosion, and the "justice gap" in Indonesia's legal system.
