For years, the Urban Municipality of Antananarivo has faced difficulties in managing household waste due to a well-known and persistent lack of the financial resources required to address this issue. It also lacks adequate policies and organizational structures, which exacerbates the accumulation of waste in the municipality's various neighborhoods. This negative spiral leads to a proliferation of rodents and the spread of disease-carrying pests that are harmful to humans. Consequently, the most vulnerable groups are disadvantaged families living in low-income neighborhoods.
