The OmniScriptum SRL The Kuluna phenomenon in Kinshasa: Trends in and strategies for combating organised crime in urban areas

The authorities in Kinshasa have certainly gone the extra mile in the fight against gangsterism. However, the numerous complaints, the harrowing radio and television reports, and the court cases against the kulunas all suggest that the problem is far from being under control in Kinshasa. Based on an anthropological-managerial approach, the strategic analysis presented by the authors clearly reveals the limitations of the stakeholders, their understanding of the problem and, by extension, their strategies for tackling it. To this end, the authors propose strategic plans and actions that will enable decision-makers to act effectively and efficiently to curb a phenomenon that fuels all manner of fantasies.
